Install script does not recognize gfortran 7.4 on Ubuntu 18.04 LTS

The Gamess 'config' script does not recognize gfortran version 7.4 (highest accepted version is 7.3).

"Fooling" the script by entering 7.3 instead seems to work...

Thanks for the issue. Please be aware that we have seen numerical issues with GNU compilers beyond 5.0

Issue is fixed in the latest public release: 2019 Sept 30 (R2)
