Scoping Definitions of C2SIM enumerations #11

enumOperationalStatusCode,enumOperationalStatusQualifierCode : The definition says it applies to Facility, Materiel or Organisation. It is only used in Materiel, but also needed in the other cases."

Need to see if we should re-scope the definitions so it suits C2SIM
