What is scenario time? Why does the definition of DateTime have "relative to Scenario time"?

Time definitions can be very confusing. There are a number of definitions of different time concepts in the old/written 5.6 that appear to have come from one or more sources--perhaps the usage in those sources should be consulted to clarify the definitions of time. (Note the use of "event" as well as "scenario time.") Simulation Time in the written section can itself have several definitions, depending on the Type attribute. I suggest defining a date-time format, and maybe a delta-time in seconds; then for concepts have date-time at scenario start, current date-time, and current elapsed time since simulation start.
