Reorg the document to have a flow from LDM to Initialize and TaskingReporting #50

When reading the document, the reader jumps from the fuzzy LDM Core model directly into a "C2SIM Initialize thing" that will supersede an XML message format.... What's the relation between those two?

Same comment about the "C2SIM-TaskingReporting thing" that will supersede an XML message format.... What's the relation between those two?
