Feature request: minecart speed modifying #214

In vanilla Minecraft, the max speed of minecart is 8block/s, it's too slow for many railway systems. So I hope that carpet mod can modify the speed of minecart.

but that's tied to the general speed of minecarts on rails, which carpet can't rreally change

why can't change - its controlled server side, right? Doesn't fit carpet, but maybe extra.
