Add Rule: `minecartChunkLoading` #288

Adds a rule that makes horizontally moving minecarts on rails load chunks

Maybe make it two rules: manuallyPlacedMinecartChunkLoading and allMinecartChunkLoading if possible?

The first rule might be less extreme and gives the player some options whether he wants for a certain contraption the chunk loading behavior or not.

Wither rose in minecart chest loads chunks could've been an idea with the theme of flower pot chunk loading, though I'd prefer not to block this PR on that, and searching for roses every tick may have a performance impact (?).
