Updates the mod to 1.19

Updates fabric version to 1.19 Updates Java to 17 from 16 Update the mixin to use getTextStyleAt instead of getText due to change (Line 38 - ChatHud_chatUpMixin)

Realised the mod was made thats that you don't need to update the code....
