General user Fixed a problem that can not be build.
adding a LoadModule to rpaf.conf, eliminating the "Requires httpd-devel"

Looks fine but could you please remove the explicit path change, if people are using a custom apache build in /usr/local the path will be incorrect. Better to use env aspx.
