user images are too large #40

There are currently 3 user images over 2MB and 6 others over 1MB. Just these images total over 15MB. We need to do something to limit the size of uploaded images, or maybe resize them (possible?) after upload (and retain the original).

Limits any new file uploads to less than 700kb. This number can be adjusted if 700 is still too large. Will need to create a new ticket about resizing existing photos through paperclip, so that the files used on the site are optimally small.
