Community faucet bot

The first faucet was a simple web app connected to a wallet with a basic captcha system.

We now want to switch to a new approach consisting of:

• [x] r/faucet realm (#246) that can be called by a whitelisted...
• [ ] community bot (this issue).

This issue is to keep track of the development in the other repo.

Our target is to use it on the third testnet (#361).

To complete it:

• make sure it runs on current testnet
• readme explains the steps to deploy it on new testnets
• the current homepage and faucet pages are updated to link to discord; maybe we should remove the current faucet from the homepage?
• update readme of current faucet code to lui tithe source of the alternative
