Separate cases when navigate users to the /queue or the /history pages in Safe #1877

Currently, View Gnosis Safe link navigates to the Transaction/queue .

However, I'd like to suggest to separate navigation to:

/transaction/queue: when transaction is in signing/waiting for execution state (for Cowswap statuses are 'Signing'/'Pending'/'Expired')
/transaction/history/: when transaction is signed and executed (for Cowswap statuses are 'Open'/'Filled'/'Confirmed'/'Expired' )
