Add an understanding of cost to the function calls made by the microchain agent

The aim being that the agent learns to optimise for cost in its strategy. This includes cost in

• crypto wallet deductions -- i.e. betting + mech calls
• openai API cost

Costs it could be aware off:

• OpenAI credits each time it does anything
• Gas costs
• Tavily/Google search/mech
• Changes in balance (buy/sell/redeem)??

Agent should decide "is it worth it to make the next call, or should I sleep?"
