[Reality Module] Check whether the Reality Module and SafeSnap plugin is already configured #100

On the "Configure Proposal Space" step, check whether the Reality Module is already set up and if the SafeSnap plugin is already set up on the Snapshot Space, and figure out how to handle this.

Should we block the user from proceeding?
