feat: Support Optimistic Governor v2 contract #202

The changes in this PR depend on updated mastercopy deployments completed in this PR https://github.com/gnosis/zodiac/pull/114.

Adds support for the Optimistic Governor v2 contract:

This PR updates functions to only support v2 of the contract. We made similar changes for Snapshot in this PR: https://github.com/snapshot-labs/snapshot/pull/3694. Since we do not have any current deployments, we do not want to support both versions of the contract for both Zodiac and Snapshot.
This PR also adds support for Gnosis, Optimism, Arbitrum, and Avalanche.
