Add icon from source forge #1290

Fixes #1172. Thanks whoever made this for Octave-Forge. I don't know precisely where it came from, just that it must have a FLOSS license to be on Octave-Forge.

On SourceForge its dated Feb 2017, but that might be the date the Caran Draug copied them from elsewhere.
