Add OpenGL support for debian and ubuntu CI #34

Adds support for OpenGL, so that the Fosphor Display block can build in CI

Fedora looks to already have support for building OpenGL

I merged this; the CentOS failures were unrelated to this change.

How long does it take to propagate to CI? I hit re-run on the PR. Fedora builds the code, but Ubuntu still does not. Spoke too soon. I see it in the other builds too now.
