gnuradio.lwr doesn't install pybind11, but this seems to be required for gnuradio3.9. A recipe exists for pybind11 and it works.

Let's hold off and get build of different versions organized a bit better. The way I'd like this to work is

Each version has its own full-up lwr
The gnuradio, gnuradio-default, etc lwrs are essentially pointers I started working on this in https://github.com/gnuradio/gr-recipes/pull/265, which isn't quite right yet.
