Revise README.md to clarify install and build instructions #558

The Install and Quickstart sections are revised and expanded to give more detail for the first-time user.

This is super minor but we can probably remove the very first line that says "Minimum Python version: 2.7", seems a little silly to say at this point in time, and it's literally the first line of the README.
