Plan out the page layouts without getting bogged down with cosmetic choices. This should be done once the site map is completed

I can see it fine. I notice it is developer-only essentially and contains sections that need to be discussed. Incidentally, it contains a panes approach to the starting page that was on discussion just yesterday with other persons.

I'm not sure what you mean. The front page is a single column layout with subsections that highlight things the project would like to promote. Did you mean the left panel in the documentation area?
