I changed the parameters for pacman so that the scripts can run without human intervention. Besides, some old and unneeded code was removed.

I enabled auto-confirmation of the dependencies installation script for Debian or Ubuntu.

I enabled ICU support on Windows building scripts because ICU package is accessible in MSYS2 system now.
