Update jemalloc to 5.2.1 #156

This bases on #146.

The new configure file and VERSION file are copied from the release package of jemalloc.

Since the project is not active for a while. I created a custom fork with updated jemalloc as tikv/jemallocator. It aims to support common servers only to make it easier to maintain. The first version was published as tikv-jemallocator.
