docs: update theme

The current is deprecated: https://github.com/matcornic/hugo-theme-learn?tab=readme-ov-file

I replaced it with the recommended new theme https://github.com/McShelby/hugo-theme-relearn

There are some differences.

• updates hugo version
• updates shortcode syntax (because hugo warnings)
