Objective - Improve user experience

Current flow - Bet scroll is loopy in nature, user is able to scroll to 50 from 200 by tapping the UP arrow for example.

Task - Disable up arrow when max bet amount is reached. Similarly, disable down arrow when min bet amount is reached.

Design specific changes are not being done in this PR
Functional changes have been done

@harshitasrivastav28 it is better to make the changes of design in #370 so that there wont be conflicts . Rest #401 pr does complete as per this issue.
