Add meilisearch support for repo indexer #25976

Feature Description

It would be great to use meilisearch for the repo indexer too. Currently i can use meilisearch as a elasticsearch replacement for the issue indexer. I like to do the same for the repo indexer to not need elasticsearch for that.

24149 closed because of indexer refactor, maybe they will create another PR for meilisearch code indexer.
