Migration with LFS supports legacy LFS server which doesn't implement batch API #28557

Feature Description

Some users report migrate from a legacy LFS server which doesn't implement batch API will succeed with out download LFS files. So maybe Gitea can detect the batch API first and then decide the netx but not failed directly.
