install plugin from disk didn't work

• IDE name and version:2017.1.1

• Java version:1.8

• OS name and version: win7

• What are you trying to do? I download the latest go plugin(0.171.1928) from https://plugins.jetbrains.com/plugin/5047-go-language-golang-org-support-plugin, then install from disk, but it didn't work, my computer can not connect to intelnet, so I download it via remote VM.

• What would you expect to happen?

• What happens? go plugin incompatible with this installation

I come back home and install go plugin with Browse repositories, I find intellij 2017.1.1 matches plugin 0.171.1931
