Update from CLDR v32 to v36.1 #35

Replaces #34, which updated from v32 to v34. I couldn't get v35.1 to work (generate_resources.go would fail), but v36.1 does.

Contains the same generate_resources.go newline fix and ru_RU_test.go hour format fix.

@bojanz I ran into some of the issues you mention when integrating this project into Hugo, so I needed this fix sooner rather than later, so I boldly merged this PR in acd7316d966718ac3cf1db78b4bc1231e24cb147 -- hopefully a shortlived fork :-) But thanks for your work!
