Osm_topmark table has no values

The Europe extract contains no values for the table osm_topmark. Taginfo seems to indicate that Europe should have many values in this table. See https://taginfo.openstreetmap.org/keys/seamark%3Atopmark%3Ashape#map

osm_daymark exhibits the same issue and I'll consolidate all the work in issue #4.
