request: update viewer to vue3 and move to maplibre #921

It would be great to update the embedded viewer to:

run on node18
use vue3 in favour of vue2
use maplibre in favour of mapbox v1.x
iron out vulnerabilities in the process
(optionally) allow the frontend to be mounted to any tegola_prefix
