wrong encoded hoststool source words #6

乱码问题。HostsTool.Src文件无法正确读出全部的编码。

what is the right encoding? utf8? gb2312?while ,it ccomes to be not so well,the 
English sentences are right encode,while the others ,I can't find what's the 
meaning. Is there any method to deal with it ?
