We should scout the enemy base with an SCV #20

We should keep an eye out on the enemy base to make informed build decisions (rather than hard-coded)

We now assign an SCV to the scouting manager. The scouting manager then directs the SCV around the map including the enemy base so we can get an early look at what race we are facing and possibly their early build strategy.
