Add basic scaffolding to support (s)css and typescript (with jsx)

Note that sass-loader has an issue with newer versions and other parts of this process

• Add typescript support (with vue cli: vue add typescript)
• Add sass-loader and friends to support loading sass files (css should be supported out of the box)
• Add a Test component to show that both typescript and jsx support works
• Add a test.module.scss to show that sass support works
