All Call featers are off
Prefer Codec: G.711A
Single Codec
Packet Size: 30ms
Voice Activator Detector: off

No, other side is sip/voip, and most off it are "normal/traditional" telephone
connections.

In our recent test. The VoIP miss the first word issue may not router issue.
You should do more test to identify if this is result from service provider.
How to confirm:
test with softphone.
You can download draytek softphone from:
http://www.draytek.com/user/SupportDLUtility.php
Another popular free soft phone is Xlite:
http://www.counterpath.com/x-lite.html
If softphone have the same issue. You need to contact with your service
provider.
