Fix map zoom level #191

Another report from the user is related to the minZoom. The area of Munich cannot be displayed completely, especially in large monitors. The deck.gl map is currently zooming to the extent of the study area geometry, which is quite a strict constraint. We should allow it to have 1-2 zoom levels beyond, similar like we have on GOAT.

Thanks for having a look at this, @cinaaaa. When opening the website, Munich is very small now. It's good that we enable to zoom out but when opening the page, Munich should be a bit bigger. Like this: Image (so basically using the zoom level that we had beforehand as default but enabling to zoom-out)
