[Testing] Tilted v0.0.0.1 #2826

Alpha version for Tilted, a plugin for automatically tweaking the Third Person Camera Angle according to certain conditions.

Currently supports tweaking the tilt angle between two pre-set values, whenever the player enters/exits combat, or enters/exits a Duty
