Generating a diff for a new submission is pretty pointless. It doesn't add any information that can't be gleaned from looking at the repo itself, and if the repo contains large assets (dictionaries, fonts, etc) in the history the resulting diff can blow past the paste limit.
I suggest we just don't do that if it's a new submission.
