Fix Docker .NET version #43

Plugins are not building right now because the version we specified for the Docker container doesn't exist anymore. Whoops! also we should do something about the other 3 prs plogon doesn't work locally right now

The tag was restored, plogon works as-is.

The deletion of that tag was an improper analysis of the root cause on my part, my apologies.
