The current buff/debuff cap of 30 is reachable in a variety of content. Most relevant recently, this has reemerged as a common occurrence in The Omega Protocol (Ultimate).
Hitting the buff cap can cause issues for players as new buffs are unable to be applied when at the buff cap limit. A simple plugin like this would help players to more easily see when they are at or near this limit so that they could potentially work around the issue in certain circumstances.
Specifically, I imagine a simple text tracker that updates dynamically with the current number of buffs/debuffs on the player. Perhaps the text could also be set to change color when nearing the buff cap of 30. The specifics of the font size, positioning, and text color could all be made customizable by the user.
