Make sure the quest is active first. Then talk to scientist. You may have to walk out of base while quest is still active for it to trigger/update. But to restart quest, on log page use your delete key to delete it. Central quests will restart instead of deleting. System specific quests will reset to current system. Those quests have always been buggy for me too.
If Goat came up with a way to delete missions we don't want/need anymore that would be awesome.. The fact that Hello Games has never allowed us to completely wipe out the missions tab is definitely unbelievable. For the fact that he said there is no need for a story or something like that way back before release. I just want to have a save game with NO objectives.
While I'm thinking about issues, is there a specific way to spawn squid ships? A picture of the ships in the save editor would really be great. That way I don't randomly get an awful ship.

Thank you.. it's been driving me crazy not having a squid ship I've looked everywhere in all classes of star systems. 
Now that I have seed numbers to work with, I just found out that the editor doesn't allow for copy & paste.. That should be a thing, since there are some really long seed numbers & it's time consuming to type each one out.
In my current save, the final mission for the Scientist is stuck in a loop. He asks if something is blocking signals, the game says to give him a convergence cube, I give him a convergence cube and he goes back to asking if something is blocking signals and the loop repeats. Is there anything that can be done using this editor to just make the game think I completed the quest? Barring that, is there any way to reset the quest as if I just got it? This is a long-standing bug for me, and I'd love to be able to fix it since HG doesn't seem to want to.
