[Feature] Temporary Bins #35

Feature: Temporary Paste Bin; Delete within x time Why?: For bins that you may only want or not need to be available forever. How?: I'm not fully certain on some of the technical details of DistBin. For instance, if all the data is stored on the server it originated from then you can just delete it off that server. However, if everyone stores the data then you would need a way to notify everyone.
