I was originally attempting to figure out why CLs aren't being posted to #golang-cls, but I don't think there's enough information to identify the problem without looking at the logs from the service.
Changes:
Updated cloud.google.com/go and it's transitive dependencies. As noted in the conversation at https://gophers.slack.com/archives/C2VU4UTFZ/p1558187610013300, there's a old bug being hit. It may be benign but at the very least it's adding unnecessary log messages.
Notes:
Replaced traceClient.NewHTTPClient(httpClient) with trace.Transport as the previous API was removed. The cloud.google.com/go/trace package is marked obsolete with the replacement being go.opencensus.io/trace. Switching to go.opencensus.io/trace seems too invasive for the goals of this PR.
I've only tested this by printing out the CL information without attempting to interact with Slack.
