Prepend # to channel IDs where necessary instead of by default.
Fix the GoTime stream start notifications.
The existing GoTime logic wasn't sufficient to only notify for GoTime shows (see this thread https://gophers.slack.com/archives/C0F1752BB/p1564705922147500). I decided to extract the GoTime logic from the bot itself in an attempt to make the separation cleaner.
