Migrate to Gradle 7 and the Gradle Nexus Publish Plugin #317

The old plugins don't work on Gradle 7 and are abandoned. https://github.com/gradle-nexus/publish-plugin/ is the supported plugin.

Verified using my own Maven Central account.
