use jabba and jdk@11 in contrib images; limit resource usage

These changes are needed only to update the https://github.com/kudulab/docker-gocd-dojo docker image which I maintain. It has no effect on the agent images.

now with java@11 being the default, contrib image must also use jabba to install openjdk
GoCD build was failing out of memory on a 16G mac machine. Limiting number of workers during the build solves the problem
