Update dependencies in Gemfile.
Added a basic Rakefile to handle foodcritic style checks and test-kitchen integration tests via Vagrant.

Per https://github.com/ThoughtWorksInc/go-cookbook/commit/e6db1b068c2cd2c442346daa7f41743f8b1ce5ed, adding more info about how to run tests as well as a basic Rakefile to make things a tiny bit easier.
