Add "View Balance" tab to show balance by address or private key #11

@treeder I'd like to merge the PR with the redesign before I work on this since that navigation component is now a sidebar to match the explorer.

@treeder where should the link to View Balance go? Which tabs are you referring to? should it be its own page under Wallet -> View Balance? or somewhere else
