Reproduction Steps

Create a draft course
As admin (so e.g. use api keys) perform a rest request to get all the courses
Specify the 'status' param to include only 'drafts'.

Expected Behavior

I'd expect to see the draft course in the list.

Actual Behavior

I obtain an empty list
