Irish provinces Incorrectly Listed as Counties

Reproduction Steps

• https://wordpress.org/support/topic/register-form-fields-error/
• Switch to Ireland
• Head to checkout
• Select the drop down and scroll to bottom:

Expected Behavior

• these are not used in addresses they're regions (for example Ulster isn't in Ireland it's in the UK/Northern Ireland)
• Woocommerce doesn't have these from what I can see: https://github.com/woocommerce/woocommerce/blob/f7f8a8d61c77b8a8811242d5ebef4c52bc7a705f/i18n/states.php#L602

Our data was sourced from open source apis and we've been trying to get user feedback to improve the data which we've learned since 5.0 release is not always accurate or reliable.

I don't have an ETA on an update to this (responses to the form was low).

It's hard to know whether or not any actual set of data is correct and trusting WooCommerce is not always a terrible idea but we opted not to simply pull WooCommerce's data into our own because the argument (from our side) if the data is incorrect is similarly weak as it is today ("The incorrect data came from WooCommerce" is just as "dumb" as "The incorrect data came from an open-source API")
