Setting only the end date for the Course Time Period shows an incorrect notice #2810

Reproduction Steps

In the "Restrictions" tab for a Course, click "Enable Course Time Period"
Enter only the "Course End Date" and leave "Course Start Date" blank
View the course

Expected Behavior

No notice is displayed.

Actual Behavior

A notice "This course opens on ." is displayed

This issue has be recreated:

[ ] Locally
[ ] On a staging site
[ ] On a production website
[ ] With only LifterLMS and a default theme
