ability to create a static homepage #71

I am trying to create a static home page via the customizer (see link below to how wordpress says it can be done), but the option doesn't seem to be there with this wordpress theme. Is there a possibility of having this option added? I love the layout and would love to be able to add this functionality. Thanks, Gov
